Gong and announcement function for monitors

With this update, the alarm monitor receives an alarm announcement with an alarm chime. Configure a dynamically created announcement text with chime and the option of announcing your own text, the alarm text and the event as well as the alarmed units individually for each alarm monitor. You can choose from different voices for the announcement and also set a delay for the first announcement and repetitions. For this function, make sure that the displaying browser is configured to always allow the output of sound.
